MOST IMPORTANT: a web interface, we want the office staff to create the site, and the electrician open the site, create the document, measure, complete, lock, etc.

By creating the site, it helps them with the location. Also there is more control about what need to be done from the admin team.

I tried with Bluestacks, most functions work, but we get errors when we want to open the PDF on a completed/locked site.
