After we've locked a document, in the case that we find an error or the customer points to a change - we would ideally want to "re-issue" the document whereby it creates a new document with a new certificate number but retains all of the previous values.

Copy does not work for this as it strips out some of the values such as signatures. (It's meant for use across jobs not in the same job)
