Currently when a credential approves a document, only that credential's user can revoke the approval, this creates a admin hassle that has to be communicated outside of EW for changes to be made.
Ideally any admin should be able to revoke and make changes.

Admins can now revoke any user's approval on the document to make changes. Only the user themselves can re-approve.
